Development of a Competency-Based Learning Packet for Grade 7 Social Studies Under The MATATAG Curriculum
Abstract:
This study aimed to identify the least-mastered competencies in Grade 7 Social Studies under the MATATAG Curriculum and develop and validate a competency-based learning packet responsive to these identified learning needs. A descriptive Research and Development (R&D) design was employed, comprising planning, development, and validation phases to systematically identify competency gaps and develop a corresponding instructional resource. Place and Duration of Study: The study was conducted in the Schools Division of Ilocos Sur during the implementation of the Social Studies 7 MATATAG Curriculum. Forty-four Social Studies 7 teachers were selected through total enumeration for the needs assessment, while the developed learning packet was evaluated by five purposively selected experts from the Schools Division of Ilocos Sur and higher education institutions. A needs assessment checklist and a modified validation rating scale were administered using a four-point Likert scale. Mean scores were used to determine competency mastery and the validity of the learning packet. The identified competencies guided the development of the learning packet, which was evaluated in terms of objectives, content, instructional quality, and assessment. Twenty of the 23 competencies were rated moderately mastered. Quarterly composite means ranged from 3.07 to 3.12, with the Third Quarter obtaining the lowest rating (M=3.07) and the Fourth Quarter the highest (M=3.12). The developed learning packet was rated Highly Valid overall (M=3.96), with Objectives (M=4.00), Content (M=3.95), Instructional Quality (M=3.90), and Assessment (M=3.97) likewise rated Highly Valid. The findings establish the need for supplementary instructional support in Social Studies 7. The developed competency-based learning packet was highly valid, curriculum-aligned, and responsive to identified competency gaps, supporting its use as a supplementary instructional resource for competency enhancement, independent learning, and enrichment under the MATATAG Curriculum.
